Establishes tuition lock-in for full-time Missouri resident students at state-funded higher education institutions, freezing tuition at enrollment rates for five consecutive academic years.

Defines full-time enrollment as 12 or more semester credit hours per semester for undergraduate students and 9 or more for graduate students.

Applies tuition lock-in to students enrolled before 2010-2011 school year at the 2010-2011 rate for the customary time to complete their degree program.

Extends tuition lock-in for students in degree programs requiring more than four years to complete, covering the entire customary completion period.

Requires students who change majors to pay the locked-in rate for their new major as if they had enrolled in it initially; graduate students pursuing higher degrees must establish new tuition lock-in rates.
