Creates a Financial Responsibility Verification Database (FRVD) administered by the Department of Revenue to allow law enforcement to electronically verify current insurance status of motor vehicle owners.

Requires insurers to provide the Department of Revenue with monthly notice of policy cancellations and authorizes the department to notify affected vehicle owners within ten days.

Establishes the "Uninsured Motorist Fee Fund" consisting of reinstatement fees, SR-22 form fees, and fines to fund implementation and operation of the verification system across the departments of revenue, public safety, and insurance.
