Expands MoSMART composition from five sheriffs to five sheriffs plus one active member of the Missouri Deputy Sheriff's Association

Requires Missouri Deputy Sheriff's Association to submit five names of active members to the governor every two years, with the governor appointing one member to serve a two-year term

Maintains existing appointment process for sheriffs where Missouri Sheriffs' Association submits twenty names and governor appoints five with no more than three from one political party

Preserves all other MoSMART functions including grant distribution (50-100% of fund annually), funding priorities for methamphetamine enforcement, and a $100,000 maximum annual grant per applicant

Members receive no compensation but are reimbursed for actual and necessary expenses; department of public safety retains 1-2% of appropriated funds for administrative costs
