Creates the "School Safety and School Violence Prevention Fund" in the state treasury, administered by the state treasurer, with funds not reverting to general revenue at the end of each biennium.

Appropriates up to $500,000 annually beginning in fiscal year 2012 to the Department of Elementary and Secondary Education for the fund.

Requires the department to select or create a statewide center for school safety and school violence prevention to serve all public school districts in Missouri.

Center shall provide services including violence prevention programs, bullying prevention, cyberbullying education, conflict resolution, emergency preparedness guidance, staff training, and maintain an active website and newsletter.

Center must submit annual budgets, expenditure reports, and year-end summaries to the department detailing services provided and schools utilizing each program, with information made available to the legislature.
