Expands mandatory child abuse reporting requirements to include any adult residing in the same household who witnesses abuse or neglect of a child, provided the adult is not subjected to the same suspected abusive conditions as the child.

Requires such household witnesses to immediately report suspected child abuse or neglect to the division in accordance with existing reporting provisions under sections 210.109 to 210.183.

Clarifies that "abuse" under the statute includes abuse inflicted by any person, not limited to those with custody or control of the child.

Maintains existing exceptions for children not receiving medical treatment due to legitimate religious belief practices of parents or guardians.

Preserves existing provisions allowing optional reporting by any person and mandating reports of child deaths to medical examiners or coroners.
