Repeals and replaces section 488.5050, RSMo, regarding DNA profiling analysis surcharges in criminal cases.

Assesses a $30 surcharge in circuit court felony cases where defendant pleads guilty, is found guilty, or is convicted (except increases to $60 for class A, class B, or unclassified felonies).

Assesses a $15 surcharge in other criminal cases and misdemeanors, excluding traffic violations.

Directs collected surcharge moneys to the "DNA Profiling Analysis Fund" administered by the Department of Public Safety for DNA profiling analysis performed by the highway patrol crime lab.

Includes an emergency clause for immediate implementation to ensure continued operation of the DNA profiling system; surcharge provisions expire on August 28, 2013.
