Repeals and replaces Section 178.693 regarding the Quality Early Childhood Act, affecting parent education, developmental screening, and services for developmentally delayed children ages 3-4.

School districts with less than 50% participation in the Parents as Teachers program may receive grants for outreach services, with priority given to districts serving families below 200% of federal poverty level.

Licensed child care providers serving families receiving state-funded assistance must be reimbursed at the current market rate established by the state's biennial market rate survey, effective by July 1, 2014.

Expands child care subsidy eligibility to families with incomes up to 200% of federal poverty level with sliding-scale fees, and allows continued reduced benefits up to 225% of poverty level.

Establishes the T.E.A.C.H. early childhood Missouri scholarship program and workforce incentive initiative to award grants to a maximum of 250 child care professionals annually for workforce development and retention.
