Requires fuel dealers with both self-service and full-service facilities to have attendants dispense fuel for disabled veterans or persons with disabilities displaying appropriate license plates or placards at self-service pumps when the driver is unaccompanied by someone capable of dispensing fuel.

Fuel must be priced at the self-service rate, not the full-service rate, when dispensed by an attendant under this requirement.

Service is only required during hours when full-service sales are offered to the general public, and attendants are not required to provide other full-service amenities.

Requires the Governor's Council on Disability to maintain and post a list of all full-service motor fuel stations in Missouri on its internet website.
