Adds comprehensive day rehabilitation services as a covered benefit under MO HealthNet for individuals with disabling impairments beginning early posttrauma as part of coordinated care

Requires rehabilitation services to be based on individualized, goal-oriented treatment plans developed through interdisciplinary assessment designed to restore optimal physical, cognitive, and behavioral function

Mandates services be provided in community-based facilities authorized on tier levels based on patient needs and service frequency, guided by qualified rehabilitation professionals associated with a health care home

Directs MO HealthNet division to establish by administrative rule the definition, designation criteria, benefit limitations, and payment mechanism for comprehensive day rehabilitation facilities using expertise of brain injury providers and Missouri head injury advisory council

Makes all rulemaking authority subject to chapter 536 requirements, declaring the section and chapter 536 nonseverable with rules proposed or adopted after August 28, 2010 invalid if rulemaking powers are held unconstitutional
