Repeals and reenacts section 227.297, RSMo, regarding the Heroes Way Interstate Interchange Designation Program for honoring Missouri military members killed in action in Afghanistan or Iraq on or after September 11, 2001.

Removes the application fee requirement for families to designate interstate interchanges in honor of fallen service members.

Retains the requirement that applicants must be related by marriage, adoption, or consanguinity within the second degree to the deceased service member and must obtain sponsorship from a current general assembly member.

Maintains the approval process through the joint committee on transportation oversight and the existing refund provision for denied applications.

Keeps the twenty-year designation period with option to renew for additional twenty-year increments upon reapplication.
