Authorizes school principals, charter school chief executive officers, and persons holding student services certificates to issue work certificates to children, in addition to district superintendents.

Requires principals issuing work certificates to provide self-certification of understanding legal requirements and submit copies of issued certificates and applications to the superintendent.

Allows superintendents to revoke work certificates issued by principals if the child is found ineligible under existing law.

Prohibits individuals from issuing work certificates to their own children, except for homeschooled students whose parent or private tutor serves as primary education provider.

Permits temporary authorization for non-credentialed personnel to issue work certificates when the designated certificated person is unavailable and delays would prevent a child from securing employment.
