Creates the "Veterans Commission Capital Improvement Trust Fund" (section 42.300) to fund veterans homes, cemeteries, memorials, service officer programs, and medals for WWII, Korean Conflict, and Vietnam War veterans.

Establishes the "Early Childhood Development, Education and Care Fund" (section 161.215) with money from gaming revenues to support voluntary pre-kindergarten programs, child care certificates for low-income families, and grants to providers across all regions of the state.

Redistributes gaming commission fund revenues: allocates $4.5 million to Access Missouri financial assistance, $3 million to veterans fund, $3 million to Missouri National Guard trust fund, with remaining proceeds going to early childhood education fund.

Requires the State Auditor to conduct annual audits of both the Veterans Commission Capital Improvement Trust Fund and Early Childhood Development, Education and Care Fund from January 1, 2011 through December 31, 2013, with findings distributed to the General Assembly within ten business days.

Allows additional distributions to veterans and early childhood education funds when gaming revenues exceed $28 million annually, and provides conditional supplemental funding once early childhood education reaches fiscal year 2009 levels.
