Repeals and replaces sections 208.453, 630.060, and 630.220 of Missouri Revised Statutes relating to mental health services and hospital fees.

Modifies the federal reimbursement allowance for hospitals by exempting public hospitals operated primarily for mental health care treatment from the requirement.

Allows the Department of Health and Senior Services to contract directly with state agencies, local government units, and the Missouri Mental Health Foundation without following standard procurement procedures in chapter 34 for public education programs on mental health and substance abuse.

Changes authority to certify facility accounts from the "head of the facility, with the seal of the institution attached" to the "director or the director's designee" for purposes of collecting debts owed to department-operated facilities.
