Repeals and replaces sections 300.390 and 577.060 of Missouri Revised Statutes relating to traffic violations and pedestrian crossings.

Requires vehicles to yield the right-of-way to pedestrians and bicyclists crossing in appropriate crosswalks on city or neighborhood streets in home rule cities with more than 400,000 inhabitants located in more than one county; "yield" is defined as slowing to a stop within 40 feet.

Violation of the vehicle yield requirement is classified as a class A misdemeanor.

Updates gender-neutral language in the leaving-the-scene statute, changing references from "his" to "such person's" and "or her."

Establishes leaving the scene of a motor vehicle accident as a class A misdemeanor, or class D felony if the accident resulted in physical injury, property damage exceeding $1,000, or the defendant has prior conviction for the same offense.
