Charges a $25 fee for submitting past-due support debts for federal income tax refund offset collection, assessed each time an intercept is distributed, deducted from obligee's payment and waived for former public assistance recipients.

Authorizes the division to adjust review and modification fee amounts through administrative rule based on actual standardized costs per federal regulations.

Changes the payment center fee from discretionary ("may") to mandatory ("shall") collection of $10 per support order annually to reimburse state processing costs.
