HB 1918 Summary

• Repeals and re-enacts nine sections of Missouri law governing public assistance, medical assistance (MO HealthNet), and in-home services programs administered by the Department of Social Services and Department of Health and Senior Services.

• Modifies personal care assistance service authorization limits to 3.5 hours per day and 60 hours per calendar month, with up to 20 additional hours per month available when demonstrated needs exceed the base limit.

• Requires in-home services providers and consumer-directed personal care vendors to implement telephone tracking systems by July 1, 2011 (for providers with more than 150 consumers) or July 1, 2012 (for providers with 150 or fewer consumers) to verify and document service delivery.

• Establishes a "Psychotropic Medication Review Subcommittee" under the MO HealthNet Drug Prior Authorization Committee to review psychotropic medications and develop approval requirements, with members including psychiatrists, pharmacists, and mental health advocates.

• Authorizes prepaid health plans to limit reimbursement to non-contracted providers up to 95 percent of the MO HealthNet division's standard medical assistance rates.
