Department of Elementary and Secondary Education shall provide grants to local public school districts to assist in obtaining LEED certification for new construction or substantial renovation of school buildings, subject to appropriation from general revenue.

LEED certification is defined as any certification issued by the United States Green Building Council under the Leadership in Energy and Environmental Design Green Building Rating System.

Preference for grants shall be given to schools designed to function as community centers of learning, defined as schools used during nonschool hours by civic groups or community members for civic business, charitable works, nonprofit activities, or educational activities.

Department must promulgate rules by July 1, 2011, governing the green school grants program, subject to chapter 536 requirements for rulemaking.

Annual cumulative total of all grants awarded per fiscal year shall not exceed five hundred thousand dollars.
