Prohibits investor-owned electric utilities operating coal-fired generating units in Missouri from purchasing or using coal extracted through mountaintop removal mining methods, effective August 28, 2010

Defines "mountaintop removal coal mining" as any surface coal mining method that removes a mountaintop or ridgeline, including cross-ridge mining, box cut method, steep slope mining, area mining, and methods using valley fills

Applies to coal-fired facilities with capacity of 25 or more megawatts located in the state

Allows electric utilities to petition the Public Service Commission for an annual rate rider to recover all reasonable and prudent incremental costs from purchasing alternative coal sources
