Replaces license plate tabs with window stickers as evidence of current motor vehicle registration, effective January 1, 2011.

Window stickers must be placed on the inside front windshield in an area prescribed by the director of revenue, and are not issued for motorcycle or trailer registrations.

Establishes an $8.50 fee for replacement or duplicate window stickers when lost, stolen, mutilated, or destroyed.

Allows persons to receive up to two replacement window stickers per year at no cost if accompanied by a police report documenting theft.

Prohibits law enforcement from issuing citations for missing window stickers if the vehicle is properly registered and the owner indicates the sticker was stolen.
