Establish minimum energy efficiency standards for new and substantially renovated state buildings by July 1, 1994, based on ASHRAE Standard 90.01-1989 and the Energy Policy Act of 1992.

Require all state buildings to comply with the International Energy Conservation Code by July 1, 2012.

Mandate all state agencies reduce energy use by 15 percent in state-owned or funded buildings by July 1, 2015, with savings available for reinvestment in facility infrastructure.

Require all state agencies to purchase lowest lifecycle cost equipment.

Authorize the Department of Natural Resources to provide free conservation training to utility assistance recipients and assist municipalities and utilities in weatherizing homes for energy conservation.
