HB 1933 Summary

• Establishes the "Missouri Global Warming Solutions Act of 2010" authorizing the Air Conservation Commission to monitor and regulate greenhouse gas emission sources to reduce overall emissions

• Requires the commission to determine 1990 statewide greenhouse gas emission levels by January 1, 2012, and set a statewide emissions limit equivalent to that 1990 level to be achieved by 2024

• Mandates the commission adopt regulations by January 1, 2015 requiring maximum technologically feasible and cost-effective greenhouse gas emission reductions from regulated sources, effective January 1, 2016

• Requires annual monitoring and reporting of greenhouse gas emissions from major sources beginning with largest contributors, including all electricity consumed in Missouri regardless of generation location

• Makes violations of the act a class A misdemeanor, with each day of violation constituting a separate offense
