Prohibits manufacture, sale, or distribution of toys and child care articles containing di-(2-ethylhexyl) phthalate (DEHP), dibutyl phthalate (DBP), or benzyl butyl phthalate (BBP) in concentrations exceeding 0.1% beginning January 1, 2011.

Prohibits toys and child care articles intended for children under three years of age that can be placed in the mouth from containing diisononyl phthalate (DINP), diisodecyl phthalate (DIDP), or di-n-octyl phthalate (DnOP) in concentrations exceeding 0.1% beginning January 1, 2011.

Requires manufacturers replacing prohibited phthalates to avoid substituting carcinogenic substances rated by the EPA as Class A, B, or C carcinogens or listed as known or likely human carcinogens.

Prohibits manufacturers from replacing phthalates with reproductive toxicants that cause birth defects, reproductive harm, or developmental harm as identified by the EPA or state.

Establishes violation as a Class D felony for any person who knowingly manufactures, sells, or distributes toys or child care articles in violation of these restrictions.
