Repeals and replaces sections 190.309, 190.335, and 190.339 of Missouri Revised Statutes relating to emergency service boards.

Requires the Emergency Telephone Service 911 Board to consist of eleven appointed members, with at least six representing public safety agencies (or seven in third classification counties with specific population ranges).

Specifies that in counties with a sales tax for emergency services, the board (rather than the governing body) shall annually establish the tax rate no later than September 1st to produce sufficient revenues for authorized expenditures.

Designates the emergency services board as a body corporate and political subdivision of the state with exclusive control over county sales tax revenues and all funds dedicated to emergency dispatching services.

Establishes removal procedures for board members based on failure to attend five consecutive meetings without cause, conduct prejudicial to operations, or neglect of duty, with hearings presided over by the board chairman or another elected member.
