Requires all tobacco product manufacturers to file annual certifications with the Missouri Department of Revenue by April 30th confirming they are either participating manufacturers under the Master Settlement Agreement or in compliance with escrow requirements.

Participating manufacturers must list brand families in their certification; nonparticipating manufacturers must provide detailed information including unit sales, brand families sold, escrow fund details, and financial institution information.

Director of Revenue must maintain and publish a directory of compliant tobacco manufacturers and their brand families by July 1, 2011; stamping agents are prohibited from selling cigarettes from manufacturers not listed in the directory.

Establishes penalties including license revocation, civil penalties up to 500% of retail value or $5,000 per violation, seizure and destruction of contraband cigarettes, and Class A misdemeanor charges for violations.

Creates Tobacco Control Special Fund to receive profits and gains from violations; allows attorney general to seek injunctions and recover investigation costs and attorney fees in enforcement actions.
