Creates section 208.247 in Missouri law to allow individuals convicted of drug possession or use felonies to be exempt from federal food stamp eligibility prohibitions if they meet specific conditions.

Allows eligibility for individuals currently participating in, accepted for, or who have completed a state-approved substance abuse treatment program.

Allows eligibility for individuals determined by a certified treatment provider to not need substance abuse treatment, or those successfully complying with all court-imposed and probation/parole obligations.

Requires the Department of Social Services to verify eligibility through documentary evidence and ensures applicants meet all other program eligibility requirements.

Directs the Department of Social Services to establish rules in consultation with the Division of Alcohol and Drug Abuse defining criteria for active participation and completion of treatment programs.
