Allows any registered voter to file a sworn statement challenging another voter's registration with the local election authority.

For residence-based challenges, the election authority must send a confirmation notice to the challenged voter requesting verification of current residence within 30 days; failure to respond results in placement on a suspense list.

For non-residence challenges, the local election authority must schedule a hearing within 20 days of the statement being filed, with both parties able to appear in person or submit evidence by affidavit.

Hearing notice must be delivered at least 15 days before the hearing date and include the sworn statement grounds for the challenge.

If the election authority determines registration should be cancelled, the cancellation takes effect 31 days after the decision is issued; residence-based challenges filed within 75 days before a general election are delayed until after that election.
