Repeals and replaces sections 376.960, 376.966, and 376.986, and creates new section 376.988 relating to the Missouri high risk health insurance pool.

Expands pool eligibility to include persons who have exhausted lifetime benefits from health insurers, persons with involuntarily terminated coverage, federally defined eligible individuals, and trade act eligible individuals.

Increases the maximum benefit payout threshold from one million dollars to two million dollars before a person becomes ineligible for pool coverage.

Raises the maximum rate cap for federally defined and trade act eligible individuals from 150% to 225% of standard individual rates, and for all other individuals from 150% to 225% of standard rates.

Authorizes agents and brokers selling Missouri health insurance pool policies to receive a five percent commission on new applications and renewals, and allows the board to offer additional health plans including dental and vision coverage beyond major medical expense coverage.
