Repeals and re-enacts section 196.984, RSMo, to establish rules for the prescription drug repository program in consultation with the board of pharmacy.

Prohibits the Department of Health and Senior Services from promulgating any rule that prohibits or excludes individuals from donating prescription drugs under the program.

Requires rules to establish eligibility criteria for pharmacies, hospitals, and nonprofit clinics to receive and dispense donated drugs, with recipients determined by economic need (net family income below 300% of federal poverty level).

Mandates standards for inspecting donated drugs to ensure original single-unit-dose packaging is sealed, tamper-evident, and unadulterated, plus procedures for safe storage and dispensing.

Establishes requirements for separate lists of acceptable and ineligible prescription drugs from individual donors and health care facilities, with documented forms signed by donors and recipients acknowledging program terms and immunity provisions.
