Repeals and reenacts section 523.040, RSMo, regarding commissioners appointed in condemnation proceedings to assess damages to property owners.

Requires that at least two of the three appointed commissioners be either a licensed real estate broker or a state-licensed or state-certified real estate appraiser.

Commissioners must notify all parties named in the condemnation petition at least ten days before viewing the property, informing them of their opportunity to accompany the commissioners and present information.

Commissioners shall view the property, hear arguments, and review relevant information offered by the parties before issuing their damage assessment report.

Maintains existing requirements that commissioners be disinterested residents of the county where the real estate is situated and submit their assessment report within forty-five days of appointment.
