Requires information in court records that could identify or locate victims of sexual assault, domestic assault, stalking, or violations of chapters 566 or 568 to be redacted from public disclosure.

Expands the definition of "identifying information" to include name, address, telephone number, Social Security number, and physical characteristics of crime victims, excluding named parties in civil litigation.

Establishes that beginning January 1, 2011, identifying information must be retained on a confidential case filing sheet rather than redacted from records filed after that date.

Allows courts to grant access to victim identifying information to persons or entities with a legitimate interest if disclosure would not compromise the victim's welfare or safety.

Grants judges discretion to publicly disclose identifying information about defendants that could locate victims, but requires consideration of victim welfare and safety, and allows victims to submit statements opposing disclosure.
