Establishes the "Law Enforcement Safety Fund," a defined contribution system managed by a seven-member board of directors composed of police chiefs, officers, deputy sheriffs, a sheriff, a legislator, and an at-large member.

Imposes a $7 surcharge in all criminal cases involving state criminal/traffic violations or county/municipal ordinances (effective August 28, 2010), with exceptions for dismissed cases or when costs are paid by the state, county, or municipality.

Allows full-time police chiefs, officers, and deputy sheriffs to voluntarily enroll in the system with a minimum monthly contribution of $20 and receive their personal contributions plus accrued interest.

Provides eligible members with 10+ years of creditable service and 10+ years of prior service (or 5+ years creditable and 15+ years prior service) access to surcharge-funded grants beginning January 1 following the fifth anniversary of system establishment, with benefits payable no earlier than age 55.

Credits members up to 15 years of prior law enforcement service upon enrollment and allows the fund to accept gifts, donations, and grants from public or private sources to supplement surcharge revenue.
