Requires physicians to provide women with 24-hour advance written notice before performing an abortion, including information on abortion methods, medical risks, fetal development, alternatives to abortion, and available support services.

Mandates that women be offered the opportunity to view an ultrasound image and hear fetal heartbeat at least 24 hours before the procedure, with a list of free ultrasound providers supplied by the state.

For abortions at 22 weeks gestation or older, requires women to be informed about fetal pain and offered the choice to have anesthesia or analgesics administered to the unborn child.

Creates the crime of "coercing an abortion" as a misdemeanor or felony (depending on underlying offense) for using threats, violence, drug administration, employment discharge, or scholarship revocation to force a woman to have an abortion.

Restricts abortion performance to licensed physicians only and requires reporting of abortions performed on minors under 17 to county prosecutors within two business days.
