Appropriates $20,004 to the Board of Fund Commissioners for annual fees, arbitrage rebate, refunding, defeasance, and related expenses for State Water Pollution Control Bonds, Stormwater Control Bonds, Third State Building Bonds, and Fourth State Building Bonds for fiscal year July 1, 2010 through June 30, 2011.

Transfers $16,834,607 from the General Revenue Fund to the Fourth State Building Bond and Interest Fund for outstanding general obligations.

Transfers $21,223,880 (from General Revenue Fund and Water and Wastewater Loan Revolving Fund combined) to the Water Pollution Control Bond and Interest Fund for outstanding general obligations.

Transfers $4,715,549 from the General Revenue Fund to the Stormwater Control Bond and Interest Fund and $5,560,632 to the Third State Building Bond Interest and Sinking Fund for outstanding general obligations.

Appropriates a total of $48,354,672 for bond interest and sinking fund payments across all four bond programs during the fiscal year period.
