Appropriates $5.36 billion for the Department of Elementary and Secondary Education and State Board of Education for fiscal year July 1, 2010 to June 30, 2011, with funding from General Revenue Fund ($2.72 billion), Federal Funds ($997.8 million), and Other Funds ($1.40 billion)

Distributes at least $3.00 billion through the School Foundation Program for public school funding, with allocations for transportation ($152.8 million), special education ($135.2 million), career ladder ($37.5 million), vocational education ($50.1 million), and early childhood development ($13 million)

Funds specialized education programs including special education excess costs ($29.3 million), First Steps Program ($30.4 million), vocational rehabilitation ($56 million), and school food services ($258.8 million)

Allocates federal grants and programs including Title I basic programs ($200 million), Reading First ($10 million), teacher quality improvement ($59.3 million), and safe schools ($7.6 million)

Transfers $2.04 billion from General Revenue Fund to State School Moneys Fund, $448.6 million to Outstanding Schools Trust Fund, $371.3 million to Classroom Trust Fund, and other transfers to support education infrastructure and programs
