Requires all tobacco product manufacturers to certify annually by April 30th to the director of revenue whether they are participating manufacturers or in full compliance with escrow requirements, with participating manufacturers listing brand families and nonparticipating manufacturers providing detailed sales and escrow fund information.

Establishes a directory of approved tobacco product manufacturers and brand families that the director must publish by July 1, 2010, excluding any nonparticipating manufacturers that fail to provide required certifications or whose escrow payments or judgments remain unpaid.

Prohibits stamping agents and sellers from affixing stamps to or selling cigarettes from manufacturers or brand families not included in the approved directory, with violations subject to license revocation, civil penalties up to 500% of retail value or $5,000, and criminal penalties for class A misdemeanor violations.

Requires nonresident and foreign nonparticipating manufacturers to appoint a resident agent for service of process in Missouri as a condition for having brand families listed in the directory, with detailed notice requirements for agent changes.

Requires stamping agents to report quarterly to the director by brand family the total number of cigarettes stamped, and authorizes the director to share compliance information with the attorney general for enforcement purposes.
