Authorizes metropolitan sewer districts to enter into design-build contracts (combined design and construction services under one contract) for projects exceeding $1 million in expenditure.

Requires sewer districts to establish written procedures for prequalifying design-build contractors, including prequalification review teams, design criteria package specifications, proposal evaluation methods, and contract award criteria.

Limits the sewer district to issuing requests for proposals to a maximum of five prequalified design-build contractors, with public advertising required once weekly for two consecutive weeks in newspapers of general circulation.

Requires technical proposals and qualifications to be submitted and evaluated separately from cost proposals, with the contract awarded based on best overall value considering quality, technical skill, schedule, and cost.

Mandates that sewer districts retain an independent architect or engineer to assist with planning, design criteria, proposal evaluation, and contract administration, and prohibits that professional from participating as part of the design-build contractor's team on the same project.
