Repeals and replaces section 160.775, RSMo regarding school district antibullying policies, effective by September 1, 2007.

Expands the definition of "bullying" to include discrimination, intimidation, or harassment that causes fear for physical safety or property, substantially interferes with educational performance, or substantially disrupts school operations, occurring on school property, at school functions, or on school buses.

Requires antibullying policies to specifically prohibit bullying motivated by actual or perceived race, color, religion, ancestry, national origin, gender, sexual orientation, intellectual ability, physical appearance, or mental, physical, or sensory disability, or association with individuals in these categories.

Mandates minimum policy components including reporting procedures (including anonymous reporting), investigation protocols, consequences, anti-retaliation protections, employee training requirements, student education programs, and annual confidential surveys measuring harassment and discrimination experiences.

Authorizes the state board of education to promulgate rules and develop model policies for local school districts by September 1, 2011, subject to chapter 536 regulatory review provisions.
