Prohibits solicitation of expenditures and fund-raising activities supporting or opposing any candidate, ballot measure, political party, or political party committee on state or political subdivision property or buildings.

Establishes new ethics restrictions on state elected officials and general assembly members, including prohibitions on performing paid services for political campaigns other than their own and restrictions on accepting compensation as paid political consultants.

Creates new criminal penalties for offering or accepting items of value in direct exchange for voting on specific legislation or regulations, and for transferring committee funds with intent to conceal the source of contributions.

Establishes contribution limits for candidates, ranging from $325-$1,275 for local offices to $2,000 for statewide offices, with annual adjustments based on consumer price index beginning in 2011.

Requires the Missouri Ethics Commission to maintain an electronic campaign finance reporting system accessible to the public in searchable format, with all committees filing disclosure reports electronically beginning August 28, 2010.
