Requires nonresidents to purchase an annual $20 user permit from the Department of Natural Resources to operate off-highway vehicles (all-terrain vehicles or recreational off-highway vehicles) in Missouri, beginning January 1, 2011.

Exempts motorcycles, vehicles owned by government entities, and off-highway vehicles participating in officially sanctioned race events from the user permit requirement.

Establishes the "Off-Highway Vehicle User Permit Fund" to receive permit fees, with 35% allocated to safety and educational programs and 65% for trail construction, maintenance, enforcement, and environmental restoration.

Requires owners obtaining original Missouri certificates for off-highway vehicles to submit an affidavit, undergo law enforcement inspection to verify the vehicle is not stolen, and provide a bill of sale.

Establishes that violations of off-highway vehicle regulations are infractions enforceable by local law enforcement, highway patrol, water patrol, and state park rangers.
