Repeals section 414.072, RSMo and enacts two new sections (319.130 and 414.072) relating to motor fuel training and equipment.

Requires the board, in collaboration with the department, department of agriculture, and private sector, to create, fund, and maintain an underground storage tank operator training program that meets federal requirements.

Board shall offer the underground storage tank operator training program at no cost to required participants and may contract with third parties to implement the program.

Director must test and inspect motor fuel measuring devices every six months (annually for marine installations) for retailers and wholesalers selling 200+ gallons per month; devices must only be replaced when they fail inspection, disregarding manufacturer expiration dates.

Prohibits any modifications to motor fuel measurement or dispensing in retail sales unless specifically authorized and mandated by state law.
