Prohibits elected officials of the state or any political subdivision from registering or acting as lobbyists within two years after leaving office.

Maintains existing prohibitions on state and political subdivision officials from acting or refraining from acting based on payments, gifts, or campaign contributions in exchange for official acts.

Prohibits officials from using confidential information obtained through employment or official capacity to gain financial benefits for themselves, spouses, dependent children, or associated businesses.

Requires officials to recuse themselves from voting on matters that would provide special monetary benefits to themselves, spouses, or dependent children, except for compensation increases subject to constitutional restrictions.

Prohibits political subdivision officials from offering or advocating for political appointments in exchange for anything of value.
