Amends chapter 323, RSMo by adding section 323.085 to establish accident reporting requirements for propane, liquified petroleum gas, and compressed natural gas industries

Defines "accident" as any event causing physical damage to persons or property resulting from emission or explosion of these gases, including during manufacturing or infrastructure maintenance

Requires persons or affiliated industries with ownership interest in these gases or their storage and transportation infrastructure to report accidents to the commission with owner contact information, incident date/time, and damage description

Makes accident reports public records under chapter 610

Exempts individual household end-users of propane, liquified petroleum gas, or compressed natural gas from reporting requirements
