Establishes the Missouri Clean Energy Technology Center as a public instrumentality placed within the Department of Natural Resources to promote clean energy research, development, and job creation in Missouri.

Creates a 13-member board of directors including state agency heads and six governor-appointed members with expertise in clean energy, venture capital, education, and industry.

Establishes the Missouri Alternative and Clean Energy Investment Trust Fund to make qualified investments in clean energy research, workforce training, and job creation, with up to $2 million in annual appropriations authorized.

Authorizes the center to award grants through multiple programs including the Clean Energy Seed Grant Program, Green Jobs Initiative, and Pathways Out of Poverty Initiative to support workforce training and economic self-sufficiency in clean energy sectors.

Requires the center to commission a study on Missouri's clean energy sector by February 1, 2012, examining workforce needs, private investment levels, state property suitable for renewable energy, and future funding requirements.
