Prohibits health insurers from entering into contracts on or after January 1, 2011 that restrict use of medical claims data for comparative cost, quality, and efficiency reporting to consumers and employers

Requires all quality measures to be endorsed by the National Quality Forum (NQF) or successor organizations, with alternative endorsements from other recognized quality organizations if NQF-endorsed measures do not exist

Establishes that providers selling health care quality and cost efficiency data must identify measure sources and national consensus processes confirming data validity, with penalties up to $1,000 for violations enforced by the Department of Health and Senior Services
