Modifies provisions for transportation development districts (TDDs) to create a separate framework for districts formed by local transportation authorities to operate public mass transportation systems

For public mass transportation TDDs, allows the board of directors to consist of 3-5 persons appointed by chief executive officers of local transportation authorities, rather than requiring voter elections or property owner voting

Allows adjacent property owners to be added to public mass transportation TDDs upon board approval and consent, eliminating the requirement for unanimous approval of existing property owners

Exempts public mass transportation TDDs from commission approval requirements for project development and from certain state project approval procedures that apply to other TDDs

Excludes sales and property tax revenues from public mass transportation TDDs from allocation under Missouri's economic development tax increment financing provisions (sections 99.800-99.865)
