Extends the validity period of concealed carry endorsements from three to five years from the date of issuance or renewal.

Increases the renewal fee for concealed carry endorsements from fifty dollars to seventy-five dollars per renewal.

Establishes a new requirement for concealed carry endorsement holders to submit an affidavit every three years (prior to January 1, 2011, and thereafter) confirming they have reviewed Missouri firearms laws and justifiable use of force laws within 90 days prior to submission.

Authorizes the director of revenue to suspend concealed carry endorsements for failure to submit the required affidavit, with a seven-day grace period to submit the affidavit or surrender the license to the sheriff's department.

Creates a class C misdemeanor penalty for individuals who fail to surrender their driver's license or nondriver's license containing a suspended concealed carry endorsement when required.
