Prohibits manufacture, processing, or distribution of products containing more than 0.1% pentaBDE or octaBDE beginning January 1, 2012, with exceptions for used products, OEM replacement parts, and recycled materials.

Bans mattresses, furniture, and residential products with decaBDE in textile components, and televisions, computers, or electronic devices with decaBDE in exterior casings, effective January 1, 2012, with exceptions for recycled materials, used products, vehicles, and medical devices.

Requires manufacturers to notify retailers of the restrictions by January 1, 2011, and shields unknowing retailers from liability while requiring manufacturers to recall prohibited products and reimburse purchasers.

Establishes penalties of $10,000 to $25,000 per violation for violations of the restrictions.

Directs the Department of Natural Resources to submit a report by January 2, 2012, analyzing decaBDE bioaccumulation, human exposure pathways, health effects, and availability of effective flame retardant alternatives.
