Repeals and reenacts section 386.210, RSMo, governing communications and authority of the Public Service Commission

Permits commission communications with the public and other utility commissions on matters not subject to pending cases

Allows commission communications on pending cases without evidentiary hearings if made at public agenda meetings, forums with all parties present, or disclosed to parties within one business day

Enables commission to advise state legislators and governmental officials about pending case issues without expressing opinions on case merits

Authorizes the commission to appear in and participate in any federal or state administrative, regulatory, or judicial proceeding for all cases pending or commenced after the effective date
