Repeals and replaces sections 536.310 and 536.315 RSMo, and creates new sections 536.301, 536.310, 536.312, and 536.315 relating to the Small Business Regulatory Fairness Board.

Defines "small businesses" to include individuals, partnerships, corporations, and S-corporations for purposes of the regulatory fairness statutes.

Authorizes the board to hire up to one-half full-time equivalent clerical employee and one full-time equivalent professional employee, subject to appropriations, to manage website updates, develop training programs, send regulatory alerts, track small business comments, and analyze small business impact statements.

Creates the "Small Business Regulatory Fairness Fund" in the state treasury funded by fifty cents from each business registration fee collected by the secretary of state, with moneys to be used for administering the board's expanded operations.

Requires state agencies, boards, and commissions to file a response to the board's requests or recommendations within sixty days, and authorizes such entities to explain their decisions regarding whether to adopt the board's recommendations.
