Creates a "Small Business Technology Fund" from business registration fees (up to $2 per registration after a $5 fee deposit) to support technical assistance helping businesses attract federal research dollars to Missouri, effective July 1, 2011.

Establishes a "Small Business Regulatory Fairness Fund" from business registration fees (50 cents per registration) to fund administration of board staff positions and operations, with annual sweeping of remaining funds to general revenue.

Authorizes the Small Business Regulatory Fairness Board to hire 1.5 full-time equivalent employees to manage website updates, develop training programs, track small business comments, analyze regulatory impact statements, and conduct outreach to small businesses.

Requires state agencies, boards, and commissions to file a response to the board's requests or recommendations within 60 days, and to explain whether they will adopt, amend, repeal, or decline to act on the recommendations.

Defines small businesses in statute to include individuals, partnerships, corporations, and S-corporations, and expands the board's authority to evaluate rules that adversely affect small businesses based on barriers to formation, economic impact, changed circumstances, or unanticipated effects.
